The issue came from another Microsoft product named Dynamics Retail Management System which is not compatible yet with XP SP3 and Vista SP1.
Microsoft has sopped on April 29 the updates for XP SP3 but the updates for Vista SP1 are still available.

Microsoft Corp alleged on Thursday it plans to cut prices of its Windows Vista operating system sold at retail helping customers to switch to the newest version of Windows. The world’s biggest software maker said it plans to lower retail prices for Vista in 70 countries later on this year when the first major update for Vista, known as Service Pack 1 (SP1) will be available.
